Russian Community Foundations: Practice and Strategies

This report summarizes the findings and conclusions of over six months of consultation activities carried out by Charities Aid Foundation (CAF) in Russia and commissioned by the Global Fund for Community Foundations. A key conclusion of the exercise is that community foundations in Russia constitute the only functioning and relatively well distributed model of community philanthropy, rooted in the local community and recognized and valued by a variety of stakeholders at community, regional and federal level.

The outcomes of consultation activities and research on Community Foundations and Community Philanthropy in the Philippines

This report documents key findings from consultation activities conducted by the Association of Foundations on behalf of the Global Fund for Community Foundations.  The consultation process confirmed that community philanthropy is active in many forms throughout the Philippines and that support for institutional forms of community philanthropy such as community foundations is growing. This growth in interest can be attributed to a number of factors such as: a decline in the availability of donor funds for civil society activities; the desire of civil society groups for more autonomy and freedom from donor demands; donor fatigue among Filipinos working overseas, whose gift-giving capacity is becoming overstretched; and the emergence of at least one successful Philippine community foundation that provides a model.

Consultation Process Report: Brazil

This report presents the results of a consultation process carried out in Brazil between March and July 2008. The aim of the process was to identify the level of information, interest and commitment among opinion makers and professionals within non-profit organizations regarding the Community Foundation concept and the potential role of the Global Fund for Community Foundations (GFCF) in Brazil. The consultation was coordinated by ICom - Instituto Comunitário Grande Florianopolis, a pioneer community foundation founded in 2005 in southern Brazil. Data collection and analysis were conducted by a team comprised of one project coordinator and two consultants with prior expertise in working with community foundations.

More than the Poor Cousin? The emergence of community foundations as a new development paradigm

This paper seeks to document a significant development - the emergence over 15 years of community foundations in a range of diverse low and middle-income contexts from the Global South - from Brazil to Thailand and from South Africa to Azerbaijan. The evidence gathered from these foundations - admittedly a small group - points to the growing relevance of locally formulated community development. This marks a shift away from the top-down strategies of many government and international aid programmes towards 'people-led development'.

The sets out findings from a baseline study of 50 applications for grants from the Global Fund for Community Foundations. The paper uses information gained from the processes of assessing the grants to learn lessons about the state of the field, what it can contribute in terms of outcomes and impact, and hypotheses in taking forward work of this nature.
